Regarding the long-term development plan drawn up in 1972, it is helpful in gaining a better understanding of the characteristics and true nature of Saemaul Undong during the 1970s to divide the long-term plan up into three stages.
The first long-term development plan was established with the goal of full-scale execution, having already achieved tangible results in previous trial projects.
The long-term development plan was divided into three stages: the foundation establishment stage, between 1971 and 1973; the self-help development stage, between 1974 and 1976; and the complete independence stage, between 1977 and 1981.
The foundation establishment stage focused on inspiring and vitalizing the Saemaul spirit through basic living condition improvement projects and simple income-generating businesses. The self-help development stage focused on completing the rural environment improvement projects and expanding production infrastructure through product-based and compound projects. Lastly, the stage of complete independence contributed to gradual development by completing the farm product-based and non-farm income projects and maximizing their incomes.
